REGULATIONS
doclisboa 2004 will take place from 24th to 31st October.
Documentaries of any length completed
after 1 January 2003 are eligible for competition.
There is no fee required for entry.
The Festival includes different
sections:

DEADLINE FOR ENTRIES: 31ST JULY 2004
VHS or DVD + a completed entry form.
You can only enter your documentary by sending
one VHS tape or a DVD with a completed entry form.
1. GENERAL FESTIVAL SCREENING
REQUIREMENTS
Documentaries of any length that were finished after 1 January 2003
are eligible for competition.
Films and videos can only be shown at the festival if they have
English commentary and/or English dialogue, or are the original
versions with English subtitles.
DOCLisboa accepts the following screening formats: 16mm and 35mm,
Betacam SP PAL and Digibeta PAL.

open to both film and video with minimum duration of 60 minutes
2. International
Competition – short docs
open to both film and video with maximum duration of 60 minutes
3. What is the Portuguese
documentary like?
Non competitive section. Analysis on documentary construction and
genre.
4. Focus on Spain
An approach to Spanish documentaries and examples of recent films.
5. Understanding
the Middle East

2. HOW TO ENTER YOUR FILM
1. doclisboa must
receive:
• a completed and signed entry form with one VHS tape (PAL)
or a DVD. The preview tapes must have an English, French, Spanish
or Portuguese voice-over and/or dialogue and/or subtitles
• a synopsis in English
• relevant background information
• a printed still (full colour)
• a list of credits
• a biography and a filmography of the director(s)
2. Documentaries
can be entered for more than one programme section. On the entry
form, you should indicate for which section you are submitting your
film. In any case, doclisboa decides for which section a film is
selected.
3. No entry fees
are due for submitting a film or video to the festival.
4. All postal/shipping
expenses to and from the festival are to be paid by the entrants.
5. Return of the
preview tapes: unless there is an explicitly request, the submitted
tape will not be returned to the entrants.
3. SELECTION PROCEDURE AND FOLLOW UP
1. The festival management
selects the documentaries that will participate in all the programme
sections. In case of a film being selected, the festival will notify
the applicant, director, producer or distributor of the film by
10 September at the latest.
2. The following
required materials must have been received before 1 October:
• three printed stills or slides (full colour);
• a photo of the director (full colour);
• publicity material (EPK, press books, posters, stills);
3. after selection
of a documentary, the festival has the right to:
• use three minutes from the documentary for broadcasting
purposes, on doclisboa -related websites or in theatres;
• use the publicity material (EPK, press books, posters, stills
etc.) to promote the festival;
• keep the VHS cassettes of selected documentaries in its
archive for non-circulating reference and educational purposes.
4. TRANSPORT OF PRINTS / VIDEOS
Before 8th October, the festival must have received
the screening copy of the documentary. In case doclisboa wishes
to use the film/video for a press screening, the sender will be
contacted prior to this date. doclisboa will contact producers,
distributors, directors (or any other person who is stated on the
entry form as the contact) about the shipment and the exact shipping
address. A pro forma invoice must accompany the print or video,
stating the name of the sender, the title of the film, its size
and length, number of reels and whether it is in colour or black-and-white.
The festival will return the copy after the festival. The recipient
will get a dispatch notice from the festival.
Transportation costs
In case of 16mm or 35mm film, the costs of transportation
to Portugal are the responsibility of the applicant up to free arrival
at Lisbon Airport. The costs of transportation of videos to the
festival office are the responsibility of the applicant.
The festival will take care of the costs of custom clearance of
films at Lisbon Airport both for importation and exportation. The
festival pays for the freight charges from Lisbon up to arrival
at the airport of destination. Please bear in mind that the consignee
is responsible for the re-importation charges at the country of
destination. With regard to videos, doclisboa will pay for the costs
of transportation to the destination of your choice.
Insurance
The shipping insurance for shipping films and
videos to and from Portugal is entirely the responsibility of the
participants.
Upon gaining possession of the films or videos from the shipping
company, the festival will only accept limited responsibility, extending
to the time that the festival organisation returns the film or video
to the shipping company. The definition of this limited responsibility
only includes a refund of laboratory expenses for making a new print
of the film reel(s) damaged or, in case of a video, duplication
of the videotape. It does not extend to negatives, positives or
master videotapes.
In case of faulty projection, the festival cannot be held responsible
for immaterial damage suffered by director, producer or distributor.
Complaints will only be considered if lodged within six weeks after
the festival.
Guests of the festival are not covered by the festival insurance.
Press kits, photos, videocassettes and other materials are not included
in the limited insurance responsibility.
5. INVITATIONS
The directors of the films selected may be invited
to the festival.
6. JURIES AND AWARDS
An international jury will select the winning
film in the International Competition – Feature and Short
docs. The Jury has the option to grant a Special Jury Award.
Another international jury will single out the best documentary
as First Doc.
The festival management and juries’ decisions are final. Entry
and participation of documentaries implies unconditional acceptance
of the regulations. In unspecified cases, the festival management
will make a final decision.
